General Accountabilities:
Support the Vice President – Engineering and Construction Services in implementing the Transmission Lines goals/objectives/strategies by providing effective support and direction to Transmission Lines group in planning and executing the delivery of complex projects and execution of the work program. Provide direction and strategies to drive and the appropriate organizational culture, which includes emphasis in the following: Safety, Quality, Competitive and Engagement. Provide consulting, construction management and facilitation services through all phases of project life cycles including project construction development, estimating, scheduling, outage staging and commissioning through to project In-Service. Develop project construction strategies, plans and support the development of project management strategies pertaining to assets and systems while identifying opportunities efficiencies. Support and develop processes for the efficient and fast track delivery of the Transmission Lines work program utilizing such tools as lessons learned, parallel engineering, stage gate process and others. Deal with multi labour unions/labour relations issues throughout the lifecycle of a project. Requires excellent communication and inter-personal skills and knowledge of the power system. Must be a team-player and capable of leading large project teams of managerial, professional, technical, and field staff.
Specific Accountabilities:
Through collateral relationships with respect to the Director of Construction Services, Director of Project Delivery, Director of Transmission and Stations Engineering, Director of Transmission work management, and within context provided by the VP of Engineering and Construction Services , plans and support the development of project management strategies pertaining to assets and systems while identifying opportunities efficiencies, compliance, performance targets, expectations for continuous improvement, etc. you will:
Direct the work operations of a group engaged in the preparation of work packages, release and study estimates and schedules and construction cost estimates, and in the maintenance of related cost reporting systems. Develop work methods and procedures to establish practical and uniform approaches to estimate and schedule preparation. Carry out the more complex phases of the estimating and scheduling role. Provide liaison between the group and the various units involved in the estimating and scheduling process. Develop procedures and maintain existing ones covering the estimating and scheduling process.
Provide effective direction in establishing a competitive costing and estimating process. Prepare detailed estimates for proposals considering direct costs, identified risks, required contingencies, overheads and profit. Develop and maintain a database of installed costs and standardized unit prices for the activities of Construction Services, including the design, construction, operations and maintenance of high and low voltage station and line facilities.
Provide business support to the Vice President of Engineering and Construction Services by directing ongoing improvement in documented processes and provide audit capability on existing business processes. Provide streamlined processes so the organization can focus on the safe and efficient execution of all work in a cost effective, competitive value added manner.
Provide input and details on the construction strategies, plans and support the development of project management strategies in support of the preparation of the 1 to 5 year Investment Plan and multi- year work program.
Develop annual work program with the necessary reporting requirements to implement the approved Investment Plan.
Define 3-5 year resourcing requirements and the mix of resources keeping in mind the labour agreements and a robust succession plan for key positions.
Manage work program activities for timeliness, cost control, completeness and quality.
Monitor and report the businesses’ financial performance against plan and initiative required corrective actions, as necessary.
Ensure Hydro One has adequate, timely and accurate business information to support planning, regulatory and performance monitoring activities.
Research, implement and support new technology in support of construction services and work program activities.
Provide input and directly support Hydro One regulatory strategies and submissions
Acquire and deploy resources for all of Construction Services.
Provide advice and guidance to Transmission Line Superintendents on collective agreements, work assignments, discipline, layoffs, transfers, grievance & arbitration, etc. related to the PWU, Hiring Hall, CUSW and Society.
Participate in bargaining agenda items and teams for Society, PWU, CUSW and EPSCA collective agreements. Manage appropriate systems in place to meet due diligence requirements related to work program activities including control and audit functions.
Factor in improvements to customer satisfaction with the execution for the various Construction Services groups. Managerial Accountabilities Manage the portfolio and achieve the approved work program through: Accountability for the outputs of others.
Set the appropriate context for subordinate managers (i.e., Hydro One and Transmission Lines strategies and policies, accountabilities, tasks, budget and programs, compliance and performance targets, expectations for continuous improvement, etc.).
Set an effective framework of policies and procedures for the work program.
Know and ensure own and subordinates' compliance with all legal and regulatory requirements and all corporate policies and procedures and generally accepted practices relating to the work of the businesses.
Establish a two-way working relationship with subordinates to solicit their views on conditions and potential changes affecting their work and continuous improvement opportunities.
Provide and maintain systems and infrastructure necessary to sustain the Transmission Lines business. Maintaining a team of subordinates who are capable of producing the outputs required.
Ensure subordinates are able and willing to produce the desired outputs and that subordinate managers continually improve the processes for achieving outputs.
Assess staff capability to do the required work, now and in the future.
Conduct personal effectiveness reviews of subordinate managers/specialists to build relationships and trust and to improve effectiveness. Mentor and counsel subordinates - once-removed.
Establish a two-way working relationship with subordinates to solicit their views on conditions and potential changes affecting their work and continuous improvement opportunities. Providing leadership to subordinates, so that they collaborate competently and with full commitment, with each other in pursuing the goals set.
Translate the Hydro One and Construction Services goals and objectives into a direction which guides the operation of the business and communicate that direction to all staff.
Define specific tasks for subordinates, which are required to achieve desired results and/or to accommodate changes required within the business operations.
Communicate expectations regarding the collateral relationship among subordinate managers and specialists. Providing a safe and healthy work environment.
Provide subordinates with appropriate knowledge, skills, information, work procedures and equipment to facilitate responsible behaviour which will protect their safety and contribute to their health.
Provide a work environment and facilities where health and safety incidents are minimized and employees contribute without the fear of reprisals.
Provide a work environment that supports and values diversity, and is free from harassment.
Know and ensure subordinates comply with all legal and regulatory requirements, corporate policies and procedures and generally accepted practices relating to their work. Demonstrating stewardship of the assets and resources.
Ensure every reasonable precaution is taken for the protection of subordinates, the environment and the assets.
Provide for security of human and physical resources including information.
Selection Criteria:
Expert knowledge of the Utility Construction industry business and associated management requirements. 3-5 of years of experience at the Area Construction Manager level or equivalent Demonstrated Management Skills:
