Purpose & Scope of Position:
The Human Resources Business Partner (HRBP) is a key contributor, supporting the Director of Human Resources in planning, organizing, directing, controlling and analyzing the operations of the Human Resources department in a unionized municipal environment. This position contributes to the creation, implementation and administration of sound human resources policies, strategies and best practices across the organization. Working with an assigned client group, the Human Resources Business Partner develops an understanding of the strategic and operational goals of their clients, and provides human resources expertise and support aligned with their departmental/divisional objectives.
Key areas of responsibility include, but are not limited to: recruitment and selection, developing human resource policies and procedures, performance management, labour relations, health and safety, training and organizational development, equity, diversity and inclusion and compensation. The position provides positive, accessible and equitable customer service to both internal and external customers. Matters of a confidential nature shall be treated with due regard for the best interests of the municipality and its personnel.
Education and Work Experience Requirements:
A minimum of a three (3) year post secondary degree or diploma in human resources management or a related field, such as business administration, industrial relations, commerce, organizational development, psychology, or sociology, is required. The successful candidate must have a working knowledge of human resources processes and protocols. The incumbent must also have a strong knowledge of all relevant acts, legislation and applicable regulations. A Certified Human Resource Profession (CHRP) designation is also required.
The position requires three (3) years of experience in a human resources environment. The candidate must be a flexible self-starter with strong communication, interpersonal, customer service, problem solving, organization and multitasking skills, analytical, and research skills with a strong orientation towards detail.
Preferred assets to this position include a Certified Human Resource Leader (CHRL) designation, experience with an HRIS such as Ceridian Dayforce, and previous experience in a unionized environment. Previous municipal experience is also considered a preferred asset.
