This position is a member of the Quinte West Management Team responsible for implementing approved policies, plans and programs as well as ensuring business objectives are met. Leading a talented team of staff, this position guides and inspires a dedicated workforce in their efficient delivery of these municipal services and helps shape a workplace culture founded on trust and transparency.

The Manager of Data and Asset Management, is responsible for the creation and maintenance of all data and supporting documentation related to Data and Asset Management. This position will be responsible for providing leadership, management and coordination of the City’s capital planning, geographic information systems (GIS), and corporate asset management planning processes. This includes development of the City's capital business plans and budget, annual Asset Management Plans, preparation of long-term financing and service level plans, as well as the overall vision, design, management, and leadership of the City’s enterprise GIS program, including the management of the City’s GIS technology, services, and geospatial data.

Education/Specialized Training/Skills:

The position will require:

  • A minimum of a four (4) year University Degree in Computer Science, Data Science, Mathematics, Finance, or a related field.
  • Post-secondary courses in GIS, Data Analytics, Business Intelligence or Asset Management.
  • A highly developed sense of professionalism, tact and diplomacy.
  • Must demonstrate respect for confidential and sensitive issues.
  • Strong computer skills including Google Workspace, Microsoft Word, Excel, PowerPoint, (or other similar software programs) email and internet.
  • Strong written and verbal communication skills.
  • Strong negotiation skills (related to service and labour contracts as applicable).
  • Strong and effective analytical, strategic, critical thinking and problem solving abilities.

Work Experience:

The position requires:

  • A minimum of five (5) years of experience working with capital planning, data analysis and financial analysis with progressive supervisory experience is required.
  • Experience with GIS, databases and SQL.
  • Experience in developing capital budgets, long-term capital plans and associated financing strategies, financial policy development, financial planning/management, financial modeling and business case analysis.
  • A sound knowledge of data structures and data governance.

Nice to have:

Although not required, the following would be considered a preferred asset to the position.

  • Specific knowledge of current legislation regarding Asset Management for Municipalities.
  • Knowledge of Canadian and international asset management standards and best practices with a focus on the municipal sector.
  • Valid Class G Driver’s Licence and safe Driver’s Abstract deemed acceptable by the employer.
  • Experience and versed in the Municipal Act and all legislation related to Municipalities.
  • Previous asset management experience.
